Num contexto atual, de valorização e dignificação da Infância, onde o expectável é que a criança, durante o seu processo de crescimento e maturação, consiga adquirir competências para o exercício de uma cidadania plena, coexistem riscos que assolam as vidas de muitas delas, fazendo perigar a efetivação dos seus direitos e, consequente, o seu desenvolvimento seguro. No balanço, entre a maximização do bem-estar e a minimização dos efeitos indesejáveis dos riscos, no qual o modus operandi dos profissionais toma forma, como é garantida/gerida a qualidade na intervenção de proteção à criança, no âmbito das Comissões de Proteção de Crianças e Jovens (CPCJ)? De forma a responder a esta questão, e aferir o que contribui para a qualidade das práticas nessas entidades, enveredamos por uma investigação qualitativa multimethod, alicerçados numa filosofia pragmatista e socorrendo-nos de metodologias indutivas. Auscultamos alguns dos sujeitos empíricos (entre estrutura de coordenação, acompanhamento e avaliação da ação das CPCJ, e alguns profissionais do sistema de proteção), descobrindo as suas exegeses e representações do sistema onde operam. Ao nível dos resultados, apresentamos o modelo de gestão da qualidade percecionado e ferramentas/ações que são utilizadas, tendo em vista a sua melhoria contínua, incluindo ao nível do processo decisório.
ABSTRACT - In today’s context of valuing and dignifying childhood, where the expectation is that children will be able to acquire the skills to exercise full citizenship as they grow and mature, some risks coexist in the lives of many of them, jeopardizing the realization of their rights and, consequently, their safe development. In the balance between maximizing well-being and minimizing the undesirable effects of risks, in which the modus operandi of professionals takes shape, how is quality guaranteed/managed in child protection intervention within the scope of the Child and Youth Protection Commissions (CPCJ)? To answer this question and assess what contributes to the quality of practices in these organizations, we embarked on a qualitative multi-method investigation, based on a pragmatist philosophy and using inductive methodologies. We interviewed some of the empirical subjects (among the structure that coordinates, monitors, and evaluates the work of the CPCJ, and some professionals from the protection system), discovering their exegeses and representations of the system in which they operate. In terms of the results, we present the perceived quality management model and the tools/actions that are used with a view to continuous improvement, including in the decision-making process.
