Abstract(s)
Esta dissertação resulta do estudo sobre as representações que os atores locais
apresentam relativamente à transferência das competências na área da Educação para o
Poder Local e enquadra-se no âmbito das políticas educativas municipais.
Partindo de uma matriz metodológica qualitativa, recorre-se ao estudo de caso
baseado em entrevistas semiestruturadas a atores locais de um município do distrito de
Setúbal, diretores de Agrupamentos de Escolas (AE) e a responsáveis da autarquia. A
análise de conteúdo assentou num sistema de categorização misto, apoiada em software
de análise de dados qualitativos.
Na abordagem teórica destaca-se a análise das políticas públicas, nomeadamente
o processo de regulação das políticas e da ação pública, enquanto suporte interpretativo
das representações e modos de ação dos atores locais. Esta análise inscreve-se na política
da descentralização da educação em Portugal e no processo de reconfiguração do papel
do Estado, na emergência do local e do reconhecimento da autarquia como espaço
multirregulado.
Os inquiridos demonstram que o local se apresenta como um espaço
multirregulado onde se interrelacionam os diferentes níveis de regulação, permitindo a
presença de um certo hibridismo da regulação, pela utilização de dispositivos
burocráticos e pós burocráticos, mas onde sobressai a preponderância do controlo do
Estado que conserva a sua centralidade estratégica, transferindo para o local as tarefas de
natureza executória.
Esta dissertação demonstra que os entraves dos inquiridos ao processo de
transferência provêm, principalmente, das imprecisões e da falta de esclarecimento por
parte do Estado em relação ao processo. Por conseguinte, ilustra-se o modo como uma
medida emblemática no processo da descentralização pode enfrentar dificuldades na fase
de implementação.
ABSTRACT The following dissertation results from the study on the representations that the local actors presente in relation to the transfer of competences in the área of Education to the Local Government and falls within the scope of municipal educational policies. Firstly, a qualitative methodological matrix was used in the case study oh the thesis, based on interviews, that were half structured to local actors of a single county on the Setúbal District, to directors of Schools Groupings and lastly, for autarchy responsibles. The content analysis has settled on a mixed categoric system, supported by proper software, linked to the analysis of qualitative data. On the theorical approach, it is important to highlight the public policies, such as the regulation process of the policies and the public action, while as interpretative support of the representations and ways of acting by the local actors. This analysis is also related to the decentralization policy on education in Portugal, and also on the reconfiguration process of the State role, at the local emergency, and lastly, on the autarchy recognitiion as a multiregulated space. The respondents have demonstrated that the site is compound by a multiregulated space, where the different regulation levels connect to each other, allowing the presence of a kind of hybridism of regulation, because of the use of bureaucratic and after bureaucratic devices. Despite that, the preponderance of the State, which controls and preserves it’s estrategical centrality, transferring to the local, some tasks of enforceable nature. This master’s degree shows that the respondentes have noticed some obstacles on the process of transferring, these that come from inaccuracies and also from lack of clarification from the State, in relation to the process. With this, it is possible to show that an emblematic measure is important on the decentralization process, but, it can face serious challenges on the implementation phase.
