Na metodologia DEA (Data Envelopment Analysis) existem dois importantes tipos de modelos para avaliar a eficiência relativa de um conjunto de DMUs (Decision Making Units): os modelos radiais e os modelos não radiais. Nos primeiros, a eficiência é obtida através da redução (expansão) proporcional e comum dos inputs (outputs) mantendo os outputs (inputs). Nos segundos, a eficiência é obtida usando os desvios associados aos excessos de input e aos défices de output, que são ignorados nos modelos radiais.
A presente dissertação destina-se a apresentar um estudo sobre esses dois tipos de modelos da metodologia DEA e sobre a aplicação de alguns desses modelos à avaliação do impacto, em termos de eficiência, decorrente da reorganização administrativa das freguesias do concelho de Lisboa, ocorrida no ano de 2013, que resultou numa redução considerável do número de freguesias de 53 para 24.
