Abstract(s)
A presente dissertação tem como objetivo analisar e discutir a avaliação de desempenho de municípios portugueses durante o ano de 2014, considerando os atuais municípios bem como a avaliação de uma agrupação de municípios. O estudo da eficiência dos municípios será realizado recorrendo à metodologia Data
Envelopment Analysis (DEA). Para o efeito será necessário contextualizar este setor na sua envolvente, bem como recolher informação diretamente de fontes do Estado. Na análise dos municípios, pretende-se também aprofundar o conhecimento de alguns dos dados que consideramos relevantes para o estudo em causa, verificar empiricamente a eficiência de cada entidade, apresentar os pesos de cada input e output e aferir à posteriori a eficiência de cada município. Existem atualmente 308 municípios, dos quais 278 se encontram no território continental enquanto que os restantes 30 se encontram nos arquipélagos da Madeira e Açores.
Assim, será analisada a eficiência dos atuais municípios e de seguida serão comparados esses mesmos resultados com uma nova análise onde se fará uma agregação de municípios, esta união tem por base municípios que são confinantes e que pertencem ao mesmo distrito, assim o estudo em causa cobrirá grande parte dos municípios existentes em Portugal no ano de 2014. É evidente que as melhorias decorrentes de uma tal reorganização podem ser potenciadas se a mesma for acompanhada de medidas de descentralização que permitam prestar um melhor serviço aos cidadãos. Através do estudo realizado é possível verificar que uma forma simples de reorganização seria a de reduzir o número de municípios através da agregação dos mesmos. É evidente que para a agregação de municípios, outros critérios poderiam ser utilizados, no entanto estima-se que os resultados tenderiam a ser semelhantes.
The present dissertation aims to analyze and discuss the performance evaluation of Portuguese municipalities during the year 2014, considering the current municipalities as well as the evaluation of a grouping of municipalities. The study of municipal efficiency will be done using the Data Envelopment Analysis (DEA) methodology. To this end, it is necessary to contextualize this sector in its surroundings, as well as to collect information directly from state sources. In the analysis of the municipalities, it is also intended to deepen the knowledge of some of the data that we consider relevant for the study in question, empirically verify the efficiency of each entity, present the weights of each input and output and measure the efficiency of each municipality. There are currently 308 municipalities, where 278 are in the continental territory while the remaining 30 are in the archipelagos of Madeira and the Azores. Thus, the efficiency of the current municipalities will be analyzed and then the same results will be compared with a new analysis where an aggregation of municipalities will be made, this union is based on municipalities that are confined and that belong to the same district, so the study in question will cover most of the existing municipalities in Portugal in 2014. It is clear that the improvements resulting from such reorganization can be enhanced if it is accompanied by decentralization measures to better serve citizens. Through the study carried out it is possible to verify that a simple form of reorganization would be to reduce the number of municipalities through the aggregation of the same ones. It is evident that for the aggregation of municipalities, other criteria could be used, however it is estimated that the results would tend to be similar.
