Abstract(s)
A investigação incidiu no estudo dos relatórios realizados pela equipa Avaliação Externa de Escolas (AEE) e, as implicações dos mesmos, no domínio “Liderança e Gestão”, nas representações dos Diretores. Delineamos os seguintes objetivos: (i) relacionar a avaliação externa de escolas com a figura do Diretor; (ii) analisar a forma como são recebidos e interpretados os relatórios da AEE pelo Diretor; (iii) analisar as implicações dos relatórios de AEE na liderança e na gestão exercidas pelo Diretor. No âmbito deste trabalho, a abordagem à avaliação de escolas permitiu entender a evolução do sistema de avaliação da educação, como instrumento de regulação. Os paradigmas de avaliação, também descritos, contribuíram para a compreensão do significado e função da avaliação. A análise do Decreto-Lei n.º 75/2008, permitiu estudar os papéis e as funções do Diretor, relacionando a liderança e gestão com a AEE. Tratando-se de um estudo de natureza qualitativa, as opções metodológicas incidiram em entrevistas semiestruturadas, realizadas a diretores de Agrupamentos de Escolas, e na análise documental aos relatórios de AEE dos Agrupamentos dos diretores entrevistados. Pretendemos compreender, com a realização das entrevistas, como são recebidos os relatórios pelos diretores, como foi realizada a partilha e a análise, e as implicações que tiveram nas decisões de liderança e gestão do Diretor. Utilizámos um sistema de categorização misto, que conjuntamente com a análise documental permitiu-nos a apresentação e a interpretação dos resultados. Após a receção dos relatórios, os diretores entrevistados como primeiros responsáveis, aceitam opiniões, trabalham em colaboração e tomam decisões em parceria, embora a tomada de decisão final seja sempre sua. Todos os entrevistados permitiram a análise do relatório de AEE, por outras estruturas, e revelaram-se ouvintes, e os principais atores nas alterações à sua liderança e gestão. Os resultados mostraram que os relatórios de AEE tiveram implicações nas conceções da liderança.
The research focused on studying the reports made by the External School Evaluation (ESE) team and their implications, in the field of “Leadership and Management”, in the representations of Directors. We outlined the following objectives: (i) to relate the external school evaluation with the role of the Director; (ii) review the way in which ESE reports are received and interpreted by the Director; (iii) analyse the implications of ESE reports on Director’s leadership and management. Within the scope of this work, the approach to the schools evaluation allowed us with understand the evolution of the education evaluation system as a regulatory instrument. The evaluation paradigms, also described, contributed to the understanding of the meaning and function of evaluation. The analysis of Decree-Law n.º 75/2008 allowed us to study the roles and functions of the Director, relating leadership and management to the ESE. As this is a qualitative study, the methodological options focused on semi-structured interviews, carried out with directors of School Groups and on documentary analysis of the ESE reports of the School Groups of the interviewed directors. We intend to understand, through the interviews, how the reports are received by the directors, how the sharing and analysis was carried out, and the implications they had on the Director's leadership and management decisions. We used a mixed categorization system, which, together with the document analysis, allowed us to present and interpret the results. Upon receipt of the reports, the directors interviewed as first responders, accept opinions, work collaboratively and make decisions in partnership, although the final decision making is always theirs. All the interviewees allowed the analysis of the ESE report, by other structures, and revealed themselves to be listeners, and the main actors in the changes to their leadership and management. The results showed that ESE reports had implications for leadership conceptions.
