Montargil, FilipeOs serviços de governo electrónico (e-government) têm vindo a ser avaliados, em grande parte dos estudos até agora realizados, através de uma tipologia baseada no aproveitamento das capacidades de interactividade técnica que as novas tecnologias permitem. É proposto, neste texto, um critério alternativo, orientado para a diferenciação entre perspectivas baseadas no Estado (ponto de vista “interno”) e perspectivas baseadas no utilizador (ponto de vista “externo”). A análise de informação disponibilizada através de estudos realizados por empresas de consultoria (Accenture e Capgemini) sustenta a hipótese de que tende a prevalecer uma perspectiva baseada no Estado, nos seus interesses e necessidades imediatos, em detrimento de uma perspectiva baseada no utilizador, nas suas expectativas e necessidades, e no retorno que este possa retirar da transição para serviços prestados através do canal Internet.
- Rhenium complexes of tris(pyrazolyl)methanes and sulfonate derivativePublication . Alegria, Elisabete; Martins, Luisa; Haukka, Matti; Pombeiro, ArmandoThe trioxo [ReO3{SO3C(pz)3}] (1) (pz = pyrazolyl) and oxo [ReOCl{SO3C(pz)3}(PPh3)]Cl (2) compounds with tris(pyrazolyl)methanesulfonate were obtained by treatment of Re2O7 or [ReOCl3(PPh3)2], respectively, with Li[SO3C(pz)3], whereas [ReCl3{HC(pz)3}] (3), [ReCl3{HC(3,5-Me2pz)3}] (4) and [ReCl4{η2-HC(pz)3}] (5) were prepared by reaction of [ReOCl3(PPh3)2] (3,4) or [ReCl4(NCMe)2] (5) with hydrotris(pyrazolyl)methane HC(pz)3 (3,5) or hydrotris(3,5-dimethyl-1-pyrazolyl)methane HC(3,5-Me2pz)3 (4). [ReO{SO3C(pz)3}{OC(CH3)2pz}][ReO4] 6, with a chelated pyrazolyl-alkoxide, was derived from an unprecedented ketone-pyrazolyl coupling on reaction of crude 1 with acetone. The compounds have been characterized by elemental analyses, IR and NMR spectroscopies, FAB-MS spectrometry and cyclic voltammetry and, in the case of 5 and 6, also by single-crystal X-ray diffraction. The electrochemical EL Lever parameter has been estimated, for the first time, for the SO3C(pz)3− and oxo ligands allowing the measurement of their electron-donor character and comparison with other ligands. Compounds 1, 2 and 6 appear to be the first tris(pyrazolyl)methanesulfonate complexes of rhenium to be reported.
- Mass media and erosion of culturePublication . Subtil, Filipa Mónica de Brito GonçalvesAt a time when, apparently, we have the right degree of freedom and extraordinary technical means to expand those qualitative aspects which are crucial to a good society, such as communication and culture, there are increasingly loud voices questioning the role of the mass media in creating a public arena guided by what Max Weber called ethical or “substantive rationality.” For many, the discussion of contrary opinions and the exchange of reasoned arguments has been severely compromised by a flow of information which encourages iconomania, or a passion for the image, and promotes the supremacy of the visual over the intelligible and the decay of abstract thought and of clear, distinct ideas, in sum, by reducing the potentialities opened up by the modern world to their merely strategic elements. In this essay, while not doubting such negative effects of developments in the information sphere as have occurred, I seek to understand the persistence of certain ways of thinking about modern society which neither accept that communication can be reduced to the mere conveying of commodified information, nor are limited to highlighting the perverse effects of the progress of reason and technology. My argument takes into account the perennial aspects of communication, namely participatory experience, contact, sharing, commonality, and the establishing of reflexive ties over time between the community and its cultural context. The development of a civic, universalist and cultural notion of communication may usefully draw on neglected ideas such as those of the Chicago School in the 1920s and of Canadian thinker Harold Innis. In the context of the shifts and changes of our age, these types of thinking, undertaken by other thinkers, have significant potential for increasing awareness that communication is only possible by means of those modalities which create experience and the feeling of belonging to a community.
