A seleção de fornecedores tem um impacto significativo no custo e na qualidade dos produtos e serviços. O processo de sourcing passou a ser visto como uma atividade crítica para o desempenho das empresas e organizações. Trata-se de uma atividade com vários critérios, alternativas e cenários e, muitas vezes, com diversos decisores e avaliadores, o que torna o processo muito complexo. Na literatura académica, a seleção e avaliação de fornecedores são abordadas como problemas de tomada de decisão, no qual um conjunto de fornecedores é avaliado com base em múltiplos critérios de desempenho. As técnicas baseadas na lógica difusa têm vindo a ganhar destaque, pela sua capacidade de modelar as incertezas associadas à interpretação dos critérios pelos avaliadores. Neste contexto, o principal objetivo desta dissertação foi desenvolver um modelo de auxílio à seleção de fornecedores, com base em sistemas de inferência difusa. A lógica difusa encontra várias pontes de ligação com o domínio da seleção e avaliação de fornecedores, uma vez que é tolerável com informação incerta e imprecisa, característica do raciocínio e decisão humana, logo adequada para lidar com a imprecisão frequentemente associada avaliação de um produto e/ou serviço. O modelo conceptual foi desenvolvido associado ao processo de seleção de fornecedores e efetuou-se a aplicação prática numa empresa do setor financeiro, com o objetivo de testar o modelo num caso real e aferir os resultados. Os resultados obtidos satisfazem os objetivos propostos, tornando o modelo de seleção bastante dinâmico, intuitivo e de fácil parametrização, sendo flexível para aplicar a qualquer tipo de processo de seleção de fornecedores. A aplicação do modelo a este caso concreto permitiu reduzir em 55% o tempo consumido com o processo de seleção dos fornecedores.
Supplier selection has a significant impact on the cost and quality of products and services. The sourcing process has come to be seen as a critical activity for the performance of companies and organizations. It is an activity with several criteria, alternatives, and scenarios and often with several decision makers and evaluators, which makes the process complex. In the academic literature, supplier selection and evaluation are addressed as decision-making problems, in which a set of suppliers is evaluated based on multiple performance criteria. Techniques based on fuzzy logic have been gaining prominence, due to their ability to model the uncertainties associated with the interpretation of criteria by evaluators. In this context, the main objective of this dissertation was to develop a supplier selection aid model, based on fuzzy inference systems. Fuzzy logic finds several bridges with the domais of selection and evaluation of suppliers, since it is tolerable with uncertain and imprecise information, characteristic of human reasoning and decision, thus suitable for dealing with the imprecision often associated with the evaluation of a product and/or service. The conceptual model was developed in association with the supplier selection process and a practical application was carried out in a financial sector company in order to test the model in a real case and assess the results. The results obtained satisty the proposed objectives, making the selection model very dynamic, intuitive, easy to parameterize, being flexible enough to apply to any type of supplier selection process. The application of the model in this specific case allowed for a 55% reduction in the time consumed in the supplier selection process.
