Implementação dos Objetivos de Desenvolvimento Sustentável na Câmara Municipal de Mafra

Com a crescente perceção das lacunas globais nas dimensões sociais, económicas e ambientais, foram constituídos, em 2000, os Objetivos de Desenvolvimento do Milénio (ODM), sustentados por 8 objetivos e 21 metas. Estes impulsionaram os Estados-Membros da Organização das Nações Unidas (ONU) a contribuir para uma maior equidade global num horizonte de 15 anos. Face ao impacto positivo dos ODM, em 2015 foi desenvolvida uma extensão destes objetivos, a Agenda 2030, cuja ambição se concretiza em 17 Objetivos de Desenvolvimento Sustentável (ODS) consolidados em 169 metas. Tais objetivos são um passo no caminho para o futuro e, como tal, é importante que os governos e as empresas cooperem. Neste sentido, esta investigação pretende, através de um estudo de caso, demonstrar como é que uma Câmara Municipal integra estes objetivos globais no âmbito local, especificamente no município de Mafra. Para tal, realizou-se uma entrevista e analisaram-se as medidas em que o município se destaca pioneiro, bem como as estratégias adotadas na implementação dos ODS, permitindo oferecer uma visão detalhada sobre o papel das autarquias. Foi possível determinar que a Câmara Municipal de Mafra se revela como um agente pioneiro no terreno dos ODS, implementando iniciativas inovadoras e participando em medidas relevantes, como o Relatório Voluntário Local (VLR), o High-Level Political Forum on Sustainable Development (HLPF), o Laboratório de Mafra para Cidades ODS, a Iniciativa da Lusofonia para os Municípios ODS (ILMO). Destacam-se ainda os reconhecimentos obtidos como o Selo Biosphere Destination, o SDG Cities Silver Certificate e o SDG Cities Gold Certificate.
With the growing awareness of global gaps in social, economic, and environmental dimensions, the Millennium Development Goals (MDGs) were established in 2000, supported by 8 goals and 21 targets. These goals encouraged the Member States of the United Nations (UN) to contribute to greater global equity within a 15-year framework. Given the positive impact of the MDGs, in 2015 a follow-up initiative was developed, the 2030 Agenda, whose ambition is embodied in 17 Sustainable Development Goals (SDGs), consolidated into 169 targets. These goals represent a step toward the future and, as such, it is essential that governments and businesses cooperate. In this regard, the present research seeks, through a case study, to demonstrate how a Municipal Council integrates these global goals at the local level, specifically in the municipality of Mafra. To this end, an interview was conducted, and the measures in which the municipality stands out as a pioneer were analysed, as well as the strategies adopted for the implementation of the SDGs, providing a detailed insight into the role of local authorities. It was possible to determine that Mafra Municipal Council stands out as a pioneering actor in the field of the SDGs, implementing innovative initiatives and participating in relevant programmes, such as the Voluntary Local Review (VLR), the High-Level Political Forum on Sustainable Development (HLPF), the Mafra Laboratory for SDG Cities, and the Lusophony Initiative for SDG Municipalities (ILMO). The recognitions received are also of note, including the Biosphere Destination label, the SDG Cities Silver Certificate, and the SDG Cities Gold Certificate.
