A assimetria informacional ficou exposta com os diversos escândalos que ocorreram, culminando com a crise financeira global de 2008. Após estes acontecimentos os diversos reguladores adotaram medidas de forma a mitigar o crescente criticismo associado ao modelo do relatório de auditoria. O presente trabalho tem como objetivo estudar a conjugação de duas das últimas alterações legislativas efetuadas em auditoria: a
obrigatoriedade da rotação das firmas de auditoria nas entidades de interesse público (EIP) e a divulgação das matérias relevantes de auditoria (MRA). Para tal, foram selecionadas todas as entidades do PSI Geral e as principais entidades financeiras em Portugal, durante o período de 2016 a 2021. Tendo por base informações obtidas a partir dos respetivos relatórios e contas e utilizando diversos modelos econométricos, foram testadas as hipóteses H1 (a rotação da firma de auditoria leva a um aumento no número de MRA) e H2 (a rotação da
firma de auditoria leva a um maior detalhe das MRA, medido pelo número de carateres e de palavras das mesmas). Através da investigação desenvolvida, concluiu-se que a evidência empírica não suporta a H1. Isto é, a rotação das firmas de auditoria não tem impacto no número de MRA divulgadas, sendo este essencialmente influenciado positivamente por outras variáveis como o total do ativo ou o nível de endividamento. Por outro lado, a evidência empírica obtida suporta a H2, sugerindo que nos anos em que se verifica rotação, em média, aumenta o detalhe das MRA divulgadas. Este estudo pretende proporcionar
resultados empíricos relevantes que possam melhorar a compreensão do grau de eficácia das políticas de auditoria implementadas na última década.
The informational asymmetry was exposed through various scandals, culminating in the global financial crisis of 2008. After these events, various regulators adopted measures to mitigate the growing criticism associated with the audit report model. In this context, the present study aims to investigate the conjunction of two recent legislative changes in auditing: the mandatory rotation of audit firms in Public Interest Entities (PIE) and the disclosure of Key Audit Matters (KAM). For this purpose, all entities in the PSI General index and the main financial entities in Portugal were selected during the period from 2016 to 2021. Through the analysis of their respective reports and accounts, supplemented by the bibliographic evidence forming the basis for the econometric model to be used, the goal is to obtain evidence supporting hypothesis 1 (audit firm rotation leads to an increase in the number of KAM) and hypothesis 2 (audit firm rotation leads to more detailed KAM, measured by the number of characters and words). Through the research developed, it was concluded that the empirical evidence does not support H1. That is, the rotation of audit firms has no impact on the number of KAM disclosed, which is essentially positively influenced by other variables such as total assets or debt level. On the other hand, the empirical evidence obtained supports H2, suggesting that in the years in which rotation occurs, on average, the detail of the disclosed KAM increases. This study aims to provide relevant empirical results that can improve the understanding of the degree of effectiveness of audit policies implemented in the last decade.
