Este trabalho de mestrado aborda a implementação de um Sistema de Gestão da Segurança - Safety Management System (SMS) na aviação militar, com foco na Força Aérea Portuguesa (FA). O objetivo principal foi contribuir para a definição de uma estratégia de implementação de um SMS, enquadrada na melhoria do desempenho da Segurança e Saúde no Trabalho (SST). Os objetivos específicos incluíram a análise do contexto atual da aplicabilidade do Anexo 19 da International Civil Aviation Organization (ICAO) e do Standardization Agreement (STANAG) 7160 da Organização do Tratado do Atlântico Norte (OTAN) na FA, a definição de um SMS para a FA e a elaboração de um plano de implementação. A aviação militar, apesar do seu risco inerente, necessita de equilibrar segurança com o cumprimento da missão, sendo a implementação de um SMS vista como um potenciador da capacidade operacional. O estudo identificou lacunas na FA, como a ausência de uma política de segurança formal, a fragmentação dos processos de reporte e análise de perigos, a inexistência de um manual do SMS e a falta de integração entre o SMS e os programas de SST. Em resposta, o trabalho propõe uma estratégia de implementação em quatro fases: Planeamento e Compromisso Institucional, Estruturação e Desenvolvimento, Implementação Operacional, e Melhoria Contínua e Cultura de Segurança. Esta abordagem visa promover a identificação proativa de perigos e a avaliação sistemática de riscos. A concretização desta proposta contribui para a redução de acidentes, melhoria da cultura de segurança e aumento da eficiência operacional, fortalecendo o bem-estar dos militares.
ABSTRACT This master's thesis addresses the implementation of a Safety Management System (SMS) in military aviation, focusing on the Portuguese Air Force (FA). The primary objective was to contribute to the definition of an SMS implementation strategy, framed within the promotion of improved performance in occupational safety and health. The specific objectives included analyzing the current context of the applicability of ICAO Annex 19 and OTAN STANAG 7160 within the FA, defining an SMS for the FA, and developing an SMS implementation plan. Military aviation, despite its inherent risk, needs to balance safety with mission accomplishment, and the implementation of an SMS is seen as a potentiator of operational capability. The study identified gaps within the FA, such as the absence of a formal safety policy, the fragmentation of hazard reporting and analysis processes, the non-existence of an SMS manual, and the lack of integration between the SMS and Occupational Safety and Health (SST) programs. In response, the work proposes a four-phase implementation strategy: Institutional Planning and Commitment, Structuring and Development, Operational Implementation, and Continuous Improvement and Safety Culture. This approach aims to promote the proactive identification of hazards and the systematic assessment of risks. The realization of this proposal promises accident reduction, improved safety culture, and increased operational efficiency, thus strengthening the well-being of military personnel.
