A gestão de ativos físicos é um processo que envolve o equilíbrio entre diversas variáveis, como custos, desempenho, ameaças e oportunidades. A família de normas ISO 5500x é o primeiro conjunto de normas internacionais que estabelece os requisitos que suportam a implementação das melhores práticas de gestão otimizada de ativos, com base nos pilares fundamentais de maximização de valor, alinhamento de atividades,
implementação de liderança e procura pela garantia de funcionamento.
Um dos alvos da gestão de ativos físicos são as organizações que gerem sistemas complexos.
Um desses tais sistemas é uma rede pública de distribuição de energia elétrica. Diferentes tecnologias, diferentes necessidades de manutenção, distribuição geográfica extensa, equipamentos de longa vida útil, risco para a segurança de pessoas e bens, são algumas das características gerais dos ativos físicos destes complexos sistemas. Adicionalmente, a necessidade permanente de fornecimento de energia elétrica numa cadeia que por norma envolve diversos intervenientes e os impactos social e ambiental das redes aumentam a visibilidade e as exigências de desempenho das organizações responsáveis pela gestão destas redes. Por estes motivos, estas organizações necessitam de abordagens estruturadas para garantir a sua sustentabilidade.
É aqui estudada a aplicação da metodologia de Gestão de Ativos, conforme definida nas ISO 5500x, primeiro a nível isolado e depois aplicada à gestão das redes de distribuição, de modo a determinar a sua utilidade para as atividades desse setor.
Physical asset management is a process which involves the balance between several variables, such as costs, performance, threats, and opportunities. The ISO 5500x standard family is the first set of international standards which provides the requirements that support the implementation of the best practices regarding optimized asset management, based on the fundamental pillars of value maximization, activity alignment, leadership implementation, and pursuit for guarantee of service. One of the targets of physical asset management are the organizations managing complex systems. One such system is a public electric power distribution grid. Different technologies, different maintenance needs, wide geographical distribution, long lifespan, and a risk to people and goods are some of the general features of the physical assets of these systems. Furthermore, the need for continuous electric power supply in a chain that revolves around several players and the social and environmental impacts of these grids raises the visibility and the performance needs for the organizations in charge of managing these grids. For these reasons, these organizations require structured approaches to guarantee their sustainability. It is studied herein the application of the methodology of Asset Management, according to the ISO 5500x standards, first on a general level and afterwards applied to the management of distribution grids, in order to determine its usefulness for the activities of that sector.
